In this paper the pulse step frequency signal is discussed. To resolve its disadvantages such as range-Doppler coupling, low data availabilityy ratio, a new signal named frequency modulation coded pulse signal is designed, which can solve those disadvantates at the same time and improve the capability of radar signal.
