提出一种目标识别效果评估的整体思路。将变权模糊综合评判引入到目标识别效果评估，建立了一种开放的评估模型，该模型可以给出客观的、定量化的评估结果。最后，结合实测数据和拟合数据完成了仿真。

A general performance evaluation idea is suggested. With the introduction of comprehensive weight variation fuzzy evaluation into performance evaluation of Automatic Target Recognition (ATR), an open performance evaluation model is established. This model can offer a quantitative and objective evaluation, taking at the same time the real condition into account. Finally a simulation is carried out by test data and fitting data.
