Targets in UWB SAR images are commonly located in homogenous or nonhomogenous environment composed of foliage and nonfoliage regions. Constant False Alarm Rate (CFAR) detector is widely used in radar target detection, but traditional CFAR detector fails in nonhomogenous environment. In this paper, we analyze first the features of clutter in regions with foliage, without foliage and their combination. Then a Variability Index (VI) CFAR detector is proposed to provide robust and higher performance in homogenous and nonhomogenous clutter environment. Real UWB SAR target detection results verified the efficiency of the VI CFAR detectors.
