为了解决战术弹道导弹集火攻击情况下预警探测网的雷达资源调度问题，在阐述战术弹道导弹集火攻击作战场景的基础上，建立了以目标状态评估、目标指示预测时段划分及各时段雷达-目标配对为核心的多雷达多目标分配模型，给出了处理流程和关键算法。最后，通过仿真实例验证了模型的有效性和算法的正确性。

In order to solve the radar resources scheduling problem in the case of multiple directions and complicating ballistic missile fire attacks, the ballistic missile fire attack scene is analyzed in details. The mathematic model for the early warning and detection network is established based on target state assessment. Detection period division and radar target pairing in each period, a solution to the model is obtained by using software algorithms．Finally，a simulation example is given to verify the validity of the model and the correctness of the algorithm．
