智能化电磁频谱作战,需要基于预置策略,进行电磁频谱作战筹划与行动控制,以获取电磁频谱作战决策优势和行动优势。文中设计了立体分布式侦察策略、集群攻击策略、差异化分层防御策略、基于规则的动态频谱共享策略、基于效果的作战资源调度策略。由电磁频谱作战机理、作战冲突消解对策、作战规则、作战政策法规与原则等构成电磁频谱作战策略体系结构,构建了电磁频谱管理策略库作为样例。设计了动态可变、代码耦合程度低的电磁频谱作战策略本体模型,并采用八元组描述每一策略。设计的基于联机处理的策略库体系架构包括数据监控层、元数据层、自主数据层、应用区、数据存储区等。

In order to seize decision and action superiority, intelligent electromagnetic spectrum operation needs prepared strategy to design and control operations. Strategies such as tridimensional distributing sensing, cluster attacking, differentia layered defense, dynamic spectrum sharing based on frequency usage rules, operation resource scheduler based on effects are designed. Electromagnetic spectrum operation strategy architecture is constructed by electromagnetic spectrum combat mechanism, combat conflict resolution strategy, operational rules, operational policy, regulation and principle, spectrum management strategy is derived as an example. Dynamic and low coupling ontology model for electromagnetic spectrum operation strategy is designed, and every strategy is described using eight tuples. The designed electromagnetic spectrum operation strategy architecture based on-line processing includes data overhead layer, metadata layer, autonomous data layer, application area, data storage area and so on.
