针对资源灵活管控和体系效能提升的双重需求,基于组网协同探测预案设计的概念,文中从理论基础、核心要义、关键思路和最终目的四个角度剖析了预案设计的内涵,提出了“纵向分层+横向分解”的预案设计流程,并对流程中每个环节的实现过程进行了具体阐述,最后结合典型反导预警场景下的设计实例验证了流程的有效性。研究成果为预警装备组网协同探测预案的制作提供了技术支撑和方法指导。

For the dual requirements of flexible resources control and system performance improvement, based on the concept of synergy-netted detection plan design, the connotation of the plan design is analyzed from four angles (the theoretical basis, core principles, key ideas and ultimate goal), “vertical layering and horizontal decomposition” plan design process is proposed, and the realization process of each link is elaborated in detail. Finally combined with typical anti-missile early warning combat scenario, this design process is analyzed as an example and is verified to be effective. The research results provide technical support and method guidance for the preparation of the early warning equipment synergy-netted detection plan.
