新型作战理论和概念牵引了新型空天威胁的快速发展,复杂的目标特性与灵活的作战样式,给基于单雷达独立探测、静态固定联网的传统防空预警网带来了较大的空天穿透风险,迫切需要创新预警探测新概念、新战法与新技术。文中论证了预警装备敏捷组网协同探测作战概念,揭示了“闭环+预案+决策”(以下简称“环案策”)制胜机理模型,提出了探测群智能管控技术与能力需求及设计总要求,分析了实现和运用敏捷组网必须解决的管控闭环构建、管控预案生成、人机决策融合等智能管控技术,为解决优化决策难、敏捷组网难、周密预案难、精准管控难(以下简称“协同四难”)等敏捷组网协同探测战技瓶颈奠定了技术基础,可实现基于任务敏捷组网、预案精准管控、情景快速微调的智能化协同探测。

Novel combat theory and concept has led rapid development for new type of air-space threat, which means more complex target characteristics and flexible combat modes will inevitably introduce a greater penetration risk on traditional existed single radar detection and static/ fixed air defense early warning networks. Accordingly, creating a new early-warning concept, a new operation methodology, and new technologies are urgently needed. Agile networking under synergetic detection operating concept for early warning equipment is demonstrated, a winning mechanism and architecture model includes “closed-loop + pre-arranged planning + decision” is revealed in this paper. Meanwhile, the requirements of technique and capability for intelligent management and control,and design overall requirements as well in detection group are proposed. And the necessary intelligent management and control techniques which contain control closed-loop construction, control plan generation, human-computer decision fusion for implementing agile networking are analyzed. Finally, the research results provide a solid foundation for addressing several bottleneck problems such as optimization on decision-making, reconfiguration on agility, preplanning before operation, and precise control which could further enable mission-driven agile networking, precise control based on careful preplanning, as well as a quick and minor tuning for intelligent detection under different scenarios.
